President Mohammad Ashraf Ghani’s Remarks at 7th Conference of the Heart of Asia – Istanbul Process: Source of Terrorism Financing is drug

The 7th Conference of the Heart of Asia – Istanbul Process Meeting was held on Friday in Baku, capital of Azerbaijan, on Afghanistan with the joint chairmanship of Afghanistan and Azerbaijan.

 Foreign Ministry secretary of Azerbaijan and Salahuddin Rabbani Foreign Minister of Afghanistan presided over the meeting. 

In this meeting they have discussed regarding regional cooperation on peace, security and economic development in Afghanistan. 

President, Mohammad Ashraf Ghani, said the countries of the region and Afghanistan are faced with threatened terrorist threats. The president said that over the past year, 1,500 joint land operations and 300 air operations have been launched against the  Daesh  group, killing their  3 leaders and 1,500 members of this  group in Afghanistan and 200 others arrested.

He said the security forces in the country have destroyed more than 1,000 bases and refugees of the Daesh group and gained their weapons. According to Mr. Ghani, last year, the Daesh group controlled nine districts, but at the moment, the group is scattered.

President Ghani said some countries are pursuing their political goals using terrorist groups. Mr. Ghani stressed that Taliban's main income from smuggling and producing drugs, is to deal with this problem.

Mr. Ghani said at the meeting that he would send a new strategy to the Taliban towards Afghanistan and South Asia that Taliban cannot win the war by fighting.

He said the government continued to work with the Taliban and offered them to pursue their political goals and let the people of Afghanistan decide on their fate.

Mr.Ghani, stressed that the Afghan government is pursuing "government-to-government" talks with Pakistan.

He pointed to a recent trip by the head of the Pakistani army headquarters to Afghanistan and said that "we received a document that would provide the basis for bilateral cooperation and the fight against terrorism, but we responded that we were not prisoners of the past, but we could decide and Lets figure our future.

Mr. Ghani did not provide details about the document received from the Pakistani Army Chief of Staff

Mr. Ghani also stressed that a peace process will be held in Kabul on January 25, 2018.

He Said "You must have the responsibility, leadership and ownership of peace talks by the Afghans people.

Drug challenges

Mr. Ghani said at the meeting that over the past eleven months, more than 2 tons of heroin, 64 tons of morphine, 400 tons of opium, 25 tons of hashish and more than 1,000 kilograms of chemicals cost $ 352 million, were used in drug processing. , has been   discovered and destroyed.

"The extraordinary amounts of drugs worth up to $ 50-70 million were destroyed by special forces and commando forces," he added. Not only will these operations continue, but an important part of our four-year comprehensive security plan. "

Mr. Ghani, have asked the secretary of the United Nations Office on Drugs and Crime, to share the estimated percentage of drug trafficking in the region, its provisions for peasants, producers, transit countries and consumer countries, for Afghanistan.

He said that transnational crime organizations, especially drug cartels, are a threat to regional and global security.

He added that Afghanistan's sustainable partnership with the United States and the international community has been redone by announcing a new US strategy for For South Asia stabilizing and combating terrorism.

President Ghani expressed his optimism about the Asia-Istanbul Summit, saying that we are meeting in a situation where the need for regional cooperation. Now big economic opportunities are waiting for us, and international malicious networks and criminal organizations threaten us.
